As of September 2, 2025, the U.S. House Appropriations Committee released its Fiscal Year 2026 funding bill that proposes significant cuts to HIV/AIDS programs. The bill has been criticized by health advocates as a disastrous
setback to efforts to combat the HIV epidemic.
Proposed cuts in the bill
Total cut: A reduction of at least $1.7 billion for domestic HIV prevention, treatment, and care programs.
Ryan White HIV/AIDS Program: A 20% cut, or $525 million, to this program that provides care and treatment.
CDC prevention programs: $1 billion in prevention funding would be eliminated, impacting state and local testing, surveillance, and education programs.
Ending the HIV Epidemic initiative: The bill eliminates this initiative, which was created in 2019 to reduce new HIV cases.
Impact on PrEP: The cuts would eliminate funding for pre-exposure prophylaxis (PrEP), a key HIV prevention medication.
